The Icelandic Sheepdog Association of America (ISAA) wants to express our strong
opposition to Michigan House Bill 6395.

This bill, as proposed, would impose unwarranted regulations on small, home-based
hobby breeders, including those in ISAA, an organization of xxx members who love a
rare breed that is native to Iceland. A number of our members reside in Michigan. Our
members follow a breeders' code of ethics; they health test their breeding stock, screen
their buyers and maintain responsibility for the puppies they produce for the dog's entire
life.

If such ethical breeders are harassed out of business by excessive and intrusive
regulation, buyers in search of any type of purebred dog will turn to pet stores or to
internet breeders of dubious quality, who operate in other states and who have no
obligation to follow a code of ethics or breed in accordance with Michigan laws.

We are members of the American Kennel Club (AKC), and with AKC we oppose the
concept of breeding permits, breeding bans, or mandatory spay/neuter of purebred
dogs. Instead, we support reasonable and enforceable laws that protect the welfare and
health of purebred dogs and do not restrict the rights of breeders and owners who take
their responsibilities seriously.

We urge prompt defeat of this bill.
